The answer is both.
Since scorching hot magma comes out of a volcano at the time of its eruption, the climate and weather of the area affected by the volcano also increases in temperature because of the heat.
Although this is true, it can also have a cooling effect on the affected region because smoke can spread in the air, blocking the sun and therefore cooling the temperature.
