Many totalitarian governments have used propaganda to create or exploit fears in people to maintain control. Hitler preyed on the fear of economic collapse, the USSR (under Stalin) used the threat of US nuclear attack. Even on the other side the US remained mostly conformist during the 1950s as fear of the USSR was exploited.
