Why did President Reagan want to reduce government regulations of key industries?

Stimulate job production: by reducing regulations, he hoped those industries would expand and create more jobs stimulating the economy. 

Reagan wanted to promote industries to grow in the midst of deindustrialization taking place. A recession in the 1970s and early 1980s demanded action by the president. Reagan believed in reduction of regulations and tax breaks to stimulate the job market.
