In the equation below, what is the value of b? 4(x-2)^2-7=ax^2+bx+c

We have 4(x^2 - 2x + 4) - 7 = 4x^2 - 8x + 16 - 7 = 4x^2 - 8x + 9;
So, 4x^2 - 8x + 9 = ax^2+bx+c ;
The value of b is -8.
