What is the difference bettwen a duty and a responsibility? Why should citizens fulfill both?

The difference is that duties are required by law; responsibilites are voluntary (by choice). Citizens should fulfill both because for a democracy to be successful, all citizens should be active within the community, or be effective atleast.
