How do scientists predict when earthquakes will happen?

Scientist use date from a network of seismographs. These give specific details with the measurements of earth quakes around the word. 
Another way is with lasers and satellite systems to predict how the faults are moving. Though these don't give EXACT details/ predictions, it does help them to know if we need to expect one in the future.
