What actions inspired the develop of the Universal Declaration of Human Rights?

It was primarily the horrific actions that took place during World War II--especially in the German concentration camps in Poland and elsewhere--that inspired the development of the Universal Declaration of Human Rights, since these were in many ways unprecedented.
