Why is history open to ongoing and changing interpretations?

One reason for this is that we continue to discover new facts and new correlations that give us new ways of understanding the past.

Another reason is that there is never an absolute interpretation: there is always some fact, motivation or reason missing, something that can be explained better, etc.
