The function is 
y = [tex] \frac{1}{x^{2} } [/tex] ----1.

Plug x = 2x in 1.
∴y` = [tex] \frac{1}{(2x)^{2} } = \frac{1}{4x^{2} } [/tex] ----- 2.

Divide 1 and 2. You will get,

y = 4 y`
Therefore, y is quartered
