The graph intersect the y axis in (0,1)
⇒ if x=0 ⇒ y=1

y+2= - 3/2(x-2)
if x=0 ⇒ y+2= - 3/2*(-2)=3 ⇒ y=1

when y=0 ⇒x<1
2= - 3/2(x-2)
2= -3/2x+3
2-3=-3/2x
x=-1:(-3/2)=2/3 <1
⇒ The answer is y+2= - 3/2(x-2)
