you got to remember
[tex]\frac{x^m}{x^n}=x^{m+n}[/tex]

first write them in scienfitic notation
0.00053=[tex]5.3*10^{-4}[/tex]
29=[tex]2.9*10^1[/tex]


so
[tex]\frac{0.00053}{29}=[/tex]
[tex]\frac{(5.3)(10^{-4})}{(2.9)(10^1)}=[/tex]
[tex](\frac{5.3}{2.9})(\frac{10^{-4}}{10^1}=[/tex]
[tex](1.8275862068965517241379310344828)(10^{-4-1})=[/tex]
[tex](1.8275862068965517241379310344828)(10^{-5})=[/tex]
[tex]1.8275862068965517241379310344828*10^{-5}[/tex]
