The kind of people that were in the upper class in Victorian England were:  The royal family, lords spiritual and temporal, the clergy, great officers of state, and those above the degree of baronet.

The upper class were treated special because they got many advantages and they didn't have to pay any tax.

I know this because, I am doing a research project right now on the classes of Victorian England. :)
