The number that is raised to the exponent 0 is always equal to one (1). Thus,
                                         (x9)^0 = 1

The exponent of the number that is further raised to another power is the product of the exponents. 
                                        (x7)^2 = x^14

Multiplying the two calculated values will give us an answer of x^14.
