(1) He did not believe he had the constitutional power to mandate emancipation. However, it could be argued that the use of slave labor was helping the Confederacy make war on the Union. Thus Lincoln could free the slaves.
(2) He was also concerned about the effects of emancipation.
(3) Lincoln also worried that he would lose support for the war.....i.e., the public would grow tired of it.
