How did the us policy of brinkmanship contribute to the arms race?

The United States policy on brinkmanship made military strategy easier. There was no need to put thousands of soldiers in the field of war. Just a word to stop the war or use the nuclear weapon. Although it became a solution, its also a threat that people will suffer on the aftermath.
