A rational number is any number that can be represented as a fraction.
9.5 = 19/2
9.2 = 46/5

An irrational number cannot be represented as a fraction and has infinite number of decimal places. Most commonly seen in square roots.
9^2 = 81
10^2 = 100
Therefore the square root of any integer from 81 and 100 will be between 9 and 10 and also be an irrational number.
