6 roses for $2.45 each.

6×2.45 = $14.70

12 carnations for $0.99 each.

12×0.99 = $11.88

9 tulips for ???

in total the price is $40.08 (incl. the tulips).

40.08 = 14.7 + 11.88 + 9×???

13.5 = 9×???

??? = $1.50

so, each tulip costs $1.50
