No they are not parallel.  

Step-by-step explanation:

You have to figure out the slopes of each set of points. For  (-5,3) and (-6,-1) the slope is 4 and for  (3,-2) and (2,-7) the slope is 5. You can only have parallel lines if the slope is same and the y- ints are different. Here the slopes aren't same.
