(3,-5)(-8,4)
slope(m) = (4 - (-5) / (-8-3) = (4 + 5) / -11 = -9/11

point slope form : y - y1 = m(x - x1)
there will be 2 answers because there is 2 sets of points

using (3,-5)
y - (-5) = -9/11(x - 3) =
y + 5 = - 9/11(x - 3) <=== here is one

using (-8,4)
y - 4 = -9/11(x - (-8) =
y - 4 = -9/11(x + 8) <== here is the other one
