bacause the goverment are silly and do not know what they are doing. they do any thing so people think theyre big and important
I have done some research and my conclusion is the democracy I think because it became powerful and decided anyone should have a chance.

The upper class people tend to won because people favour their richness so there wasn't much point in it anyway.
