President kennedy’s New Frontier programs failed because they did not gain support amongst many Congressional conservatives.

Democratic presidential candidate John F. Kennedy used the term New Frontier in his acceptance speech in the 1960 United States presidential election to the Democratic National Convention at the Los Angeles Memorial Coliseum as the Democratic slogan to get the support of American citizens.
