[tex]Average Rate ofChange = \frac{F(6)-F(-4)}{(6-(-4)} [/tex] 
[tex] F(6) = 6^2+2(6)+3 = 36+12+3=51 [/tex]
[tex] F(-4) = (-4)^2+2(-4)+3 = 16-8+3=11 [/tex]
Average Rate of Change = (51-11)/(6-(-4) = 40/10 = 4
