if the line is parallel is has the same slope so it will be a horizontal line

it must pass thru the point (7,5)

y =5

y = 5

the equation y = c is a horizontal line parallel to the x-axis and passing through all points with a y-coordinate equal to c

y = - 7 is a horizontal line

the line parallel to it and passing through (7, 5 ) is therefore

y = 5 ( 5 being the value of the y-coordinate )
