By making it illegal for Native Americans to sell their land to speculators

The government could have made the Dawes act more successful by doing what it was doing repeatingly to the Native Americans, which wasn't right so the success wouldn't be a big turn on for the people who cared for the Native American properties and to the ones who disagreed with it.
