What that looks like under a radical is this:  [tex] \sqrt[6]{( \frac{2}{3}) ^{2} } [/tex].  The 6 is called the index and will replace the denominator in our power, and the 2 is the power on the base 2/3 which will replace the numerator in our final exponent.  So what we have, rewritten, is this: [tex]( \frac{2}{3} ) ^{ \frac{2}{6} } [/tex].  Of course that exponent can be reduced so what the actual exponent is is 1/3.  Our final simplified expression is [tex] \frac{2}{3} ^{ \frac{1}{3} } [/tex]
